Moss selected for Award for Excellence in Service

  
Citycounty Insurance Services (CIS) Oregon Property/Casualty Trust Director and Oregon Public Entity Excess Pool (OPEEP) Administrator Scott Moss has been selected as recipient of the 2019 Award for Excellence in Service by the AGRiP Board of Directors. thumbnail image

Moss' accomplishments at CIS are many, including implementation of an improved risk management best practices review process, participation in the creation of CIS' Hire to Retire employment risk management program, and production of a cyber liability coverage document unique to public entities.

A founder of OPEEP, Moss is credited with developing the concept of an excess pool for large self-insured entities in Oregon, and for building the pool's early membership. OPEEP has developed additional coverages and taken on more risk under his direction.

Moss shares his vast pooling knowledge and experience with others. A regular speaker and Pooling Basics educator at AGRiP conferences, Moss also accepts invitations to work on special projects with other pools. He is a member of the AGRiP Education Advisory Council.

He has held positions on state and national boards of directors for Risk Management Society (RIMS) and the national and Oregon Public Risk Management Association (PRIMA). Moss currently serves on the U.S. Technical Advisory Group (TAG) to the ISO Technical Management Board Working Group, and is associated with the American Society of Safety Engineers.

Additionally, he served as risk manager for the Cascade Pacific Chapter of the Boy Scouts of America, and teaches ARM and risk management courses at the college level.

Moss' risk management career spans nearly 35 years, nine of which have been with CIS. Prior to joining CIS, he served in several risk management positions for public entities including Washington County, Ore., and Portland's regional government, Metro. He also worked in the private sector, in the public entity practice of Beecher Carlson.

AGRiP's Award for Excellence in Service recognizes an individual who notably promotes public entity pooling through significant contributions to the industry, and whose dedication has impacted the quality and services provided to the pooling community.

Moss will receive the Award for Excellence in Service March 4, during the 2019 Governance & Leadership Conference in St. Louis.
