JPAs began as joint ventures among common entities with the goal of providing insurance coverage during
a time when the private insurance markets were falling apart and public entities were being charged
unsustainable premiums. Viewed in its historical context, “It’s a Small World” was conceived during the

Duty belt discomfort is a common complaint and a significant health and safety issue for uniformed police personnel. Pain in the low back, hip and pelvis can be caused by pressure exerted by the edges of the duty belt, holster shank and other equipment attached to the belt. Further compounding the problem is the length of time officers are required to perform their job behind the wheel of the patrol car.
This article offers practical advice for Risk Managers to help their police/security force with this common complaint. Points of discussion in this article include alternatives for the duty belt (tactical vests or suspenders), loading the duty belt (avoid placing hard objects – handcuffs- on the lumbar spine), and inexpensive techniques to increase patrol vehicle seat comfort.
