Liability Program Manager

Salary: $96,828 - $138,324 annually.  Excellent benefits including PERS/PARS 2.5% @ 55 retirement plan, 11 paid holidays plus 32 hours floating holiday leave, $600 per month cafeteria benefit plan to purchase medical (employer paid medical benefits up to 80% PERSCare family rate), vision and dental benefits, and a 4/10 work schedule. 

The California Joint Powers Insurance Authority (California JPIA) is one of the largest municipal self-insurance pools in the state.  Through its programs, it provides liability, workers' compensation, property, and environmental coverage, as well as risk management training and loss control services to 122 cities and other governmental agencies. 

The California JPIA is seeking a Liability Program Manager to oversee and coordinate the liability claims program, oversee activities of the liability claims third party administrator, and oversee litigation and adjusting activities related to member liability claims.  The successful candidate will function as the primary liaison between the Authority and members with respect to general liability claims, and will assist members in implementing programs and strategies to decrease liability claims and losses.

This position requires education equivalent to a Bachelor's degree in Business Administration, Public Administration, or related field.  Equivalent combinations of education, training, and experience may be considered.  The candidate must also have at least ten years of professional experience in insurance/claims/risk management field, preferably with a combination of experience related to claims management and working with public agencies.  Experience in the California legal environment pertaining to civil litigation including an understanding of the strengths and weaknesses of regional mediators, arbitrators, and judges presiding over settlements is desirable.

Loss Control Manager

The North Carolina Association of County Commissioners Risk Management Pools is seeking candidates for the position of Loss Control Manager. This position was previously provided through contract to the Association.

Performs difficult professional work developing, managing and implementing a comprehensive loss control program, providing recommendations, identifying liability exposures, monitoring legislation, reviewing member contracts, assisting with budget preparation, assisting legal counsel with litigation, and related work as apparent or assigned. Significant in-state travel and some evening hours are required Work is performed under the general direction of the Risk Management Director.

Requires B.S. degree in Safety, Engineering or Fire Sciences is preferred with a minimum of six years relevant experience. Designation of Certified Safety Professional (CSP) or equivalent also preferred. A thorough knowledge of State and Federal OSHA, National Fire Safety Code, National Electrical Safety Code, ANSI standards and general safety and health practices.

Demonstrated supervisory/leadership skills; including effective oral, written and listening communication; conflict resolution; and the ability to train all levels of the organization. Statistical and computer skills essential.

Responsibilities include new business and renewal quotations, answering coverage questions, exposure basis analysis, WC audit review and processing, annual review of coverage document (policy) wording, negotiation and placement of reinsurance, interaction with product and service vendors, and developing new coverages and products We seek a strong team player who will enjoy collaborating with the rest of the underwriting team and with Member Relations, Loss Control and Claims (TPA). Excellent presentation skills are needed for representing the NCACC in educational and promotional settings. The Manager handles larger members and supervises a staff of three. The Utah Counties Insurance Pool (UCIP) is seeking an experienced occupational safety professional to provide services to member counties throughout the state. This position reports to the Loss Control Manager.

Responsibilities include local and regional training and workshops, analysis of claims data to identify loss trends, development of model safety policies, and on-site consultation and inspections.

Qualified applicants must have consulting experience in the occupational safety & health industry. Applicant must have a working knowledge of compliance with various safety related regulations and standards including OSHA, ADA, DOT, ANSI and NFPA. CSP designation and experience with local government are desired.

Position requires proficient use of personal computers including Microsoft Office Suite software applications, and use of Internet for safety related research. Position requires regular travel and overnight trips. A valid driver's license is required.
