AGRiP Operations Manual for Public Entity Pools

The AGRiP Operations Manual for Public Entity Risk Pools has been revised for 2010.  The AGRiP Advisory Standards is the framework on which the Operations Manual information is arranged. 

The AGRiP Advisory Standards were developed to provide guidelines for good pool administration.  The manual expounds upon each category of standards as an aid to the development of board policy and pool operational practices in conformance with the standards.  Some pools use the manual as part of their orientation program for new board members and/or staff.  The manual is also used as a teach aid in the “Pooling Basics” class taught at the AGRiP Governance and Leadership Conference each fall. 

The manual is divided into sections consistent with the Advisory Standards, with chapters on:

• Government Regulations
• Governing Documents
• Staff and Service Providers
• Member Services
• Coverages
• Funding
• Financial Management
• Claims Management
• Professional Development, and
• Organizational Planning

The manual was first published in 1997 by the Pooling Section of the Public Risk Management Association, the predecessor to AGRiP.  It was last revised in 2003.  Having grown from 68 pages in the 2003 edition to 108 pages in 2010 the Operations Manual includes 58 pages of exhibits.

Glossary of Pooling Terms

This Glossary of Terms is a compilation of over 100 terms commonly used in the pooling/insurance industry. It was compiled by AGRiP from works originally provided by Dan Klaff, Chief Executive Officer of the Association of California Water Agencies/JPIA and from a basic guide to facultative and treaty reinsurance provided by Craig Smiddy of Munich Re America’s Specialty Markets division. AGRiP welcomes suggestions for changes to any terms and suggestions for terms to be added to this glossary.
